Hmm, I did it apparently.

I banned that spammer and used the IP function and next thing I know is I banned myself. Gretch just told me that I ended up banning everyone.

Ok everyone, we are all clear now.

It seems a spammer masked their identity using our own IP address. When he was banned it ended up banning the entire site so well done spammer, but all fixed and we will modify the process going forward.
