So, I am removing the upper a arms to put in new shocks. In the process of removing the 22mm nuts on the inside of the fender, I noticed only one washer per driver/passenger side. I was expecting a washer for each 22mm nut. Is this correct?

That is correct. The washer goes on the side with the bracket for the engine crossmember.
